Anybody can tell me whether it is possible to add a tag board to livejournal. And which website provide blogskin for livejournal. I seriously need a revamp of my blog...

I am not sure what a tag board is, so I can't tell you if you can have them.
I don't know if livejournal allows blogskins, but you can edit the layout quite a bit
